Commodity exchanges in Türkiye are public legal
entities established within the framework of the principles set forth in Law
No. 5174 on the Union of Chambers and Commodity Exchanges of Turkey and Law No.
5174 on Chambers and Commodity Exchanges to engage in the purchase and sale of
commodities listed on the Exchange and the determination, registration, and
announcement of their prices. Because commodity exchanges are organized markets
engaged in the free competitive process of purchasing, selling, and publishing
the prices of commodities listed on the Exchange, which have sufficient
production, consumption, and marketing capacity in their locations, their
existence is, in a sense, dependent on the substance. This characteristic makes
commodity exchanges an important element of a free market economy.
Stock exchanges were first established in the 15th
century in the major commercial cities of France, Germany, and Italy. In
Turkey, the first stock exchange was established in Istanbul under the name
"Dersaadet Tahvilat Borsası" (Dersaadet Bonds Exchange) by decree
dated December 2, 1873. The "General Stock Exchange Regulations,"
adopted on April 15, 1886, provided the opportunity to establish commodity
exchanges throughout Turkey. The first commodity exchange was established in
Izmir in 1892 under the name "Izmir Commodity and Industry Exchange."
The Uzunköprü Commodity Exchange was established in
Uzunköprü in 1925, in accordance with Law No. 655, and opened for business in
1926. It was one of the first exchanges established in Türkiye. However, due to
insufficient revenue, it was short-lived and was closed after seven years.
Re-established for the second time by Council of Ministers Decree No. 2/4276,
dated March 30, 1936, the Uzunköprü Commodity Exchange began operations the
same year. Based on its initial establishment date, the Uzunköprü Commodity
Exchange is the 10th exchange established in Turkey, and the 19th by its second
establishment date.
From its founding until 1958, the Uzunköprü Commodity
Exchange operated alongside the Uzunköprü Chamber of Commerce and Industry in
the building currently located where the Chamber of Commerce and Industry
currently stands. This building, no longer capable of accommodating the
capacity of both organizations, was transferred to the Chamber of Commerce, and
in 1958, the Uzunköprü Commodity Exchange opened a newly constructed service
building at the beginning of Historic Uzunköprü. Located at the heart of the
district, this building, which housed offices, meeting rooms, a sales hall, a
warehouse, and a weighing area, met all of the needs of the Uzunköprü Commodity
Exchange at the time.
The third and current service building of the
Uzunköprü Commodity Exchange is a first in Türkiye, having been designed and
constructed outside the city within the Grain Sellers` Site. The Exchange
building, which covers over 600 square meters and boasts a total of 1,297
square meters of enclosed space, was opened on September 20, 1990. The
Uzunköprü Commodity Exchange Presidency operates from there with a staff of 13,
and three experienced agricultural engineers work in the UZTB Crop Analysis and
Soil Analysis Laboratories. Sessions are held every weekday at 10:00 a.m. in
the UZTB Sales Hall.
Today, the Uzunköprü Commodity Exchange is a professional
organization with legal personality established under Law No. 5174. The purpose
of Law No. 5174 is to regulate the principles regarding the establishment and
operation of Commodity Exchanges, Chambers of Commerce, Chambers of Industry,
Chambers of Maritime Commerce, and the Union of Chambers and Commodity
Exchanges of Turkey (TOBB). Membership in the relevant chambers and/or
exchanges is mandatory for those engaged in trade within the framework of this
law. The organizational structure of the Uzunköprü Commodity Exchange is also
determined by Law No. 5174. The UZTB consists of two main administrative
structures: one established by election and the other by appointment.
